Lawsuits Cost the City Millions
Starr's failed lawsuit preventing the city from issuing a Pension Obligation Bond during a period of historically low interest rates, which 100 other California entities issued similar bonds between 2020 and 2022, potentially costed taxpayers tens of millions of dollars in savings.
His 19 lawsuits have costed Oxnard nearly $4 million in legal expenses along with additional lost financial opportunities.

Voted Against His Campaign Promises
Starr campaigned on taking a "tough love" approach to homelessness with his campaign website and literature stating that he wanted to direct Oxnard's unhoused community into transitional housing.
He then voted against the Oxnard Navigation Center - a 110-bed homeless shelter with features such as on-site case management and assistance in placing people into transitional housing.

Does Not Represent Renters
On April 29, 2025, the Oxnard City Council voted to approve an anti-harassment tenant ordinance which simply requires landlords to not bully, stalk, harass, or threaten tenants.
Starr ignored the voluminous body of public comments calling for a "yes" vote, as well as basic human decency, and stated that as a renter himself, he knew if a renter is being harassed or threatened they can just move. He sided with landlords that wish to violate already existing state laws the ordinance intended to strengthen and voted "no".

Voted Against Workers & A Safe Workplace
Voted NO on EVERY single contract for good paying Oxnard jobs such as firefighters, engineers, and service workers.
Defended the City Treasurer who had been previously investigated for sexual harassment of staff.

Voted Against South Oxnard & Targeted Community Members
REFUSED to vote to oppose the power plant extension in South Oxnard/Ormond Beach.
Voted AGAINST funding for public defenders for immigrants.

Poor Conduct & Uncaring Attitude
Repeatedly disrepectful to public speakers (including on immigration and homelessness).
Claimed homeless people "want handouts" and "want to live that way".
VIOLATED STATE LAW (The Brown Act) and received an admonishment from the District Attorney.
